FreedomWorks Honors Congressman Black for Commitment to Conservative Principles
“I have long appreciated FreedomWorks’ leadership in fighting back against big government policies – whether they are proposed by Democrats or Republicans – and in working to engage citizens in the major policy battles of our time. I am grateful to receive this award by such a respected organization within the conservative movement because it affirms that I match my rhetoric with my record. Any Member of Congress can give a conservative speech, but few have consistently voted to uphold conservative principles, even when it means voting opposite of party leadership. I am proud to be counted among that group,” said Congressman Diane Black.FreedomWorks CEO Adam Brandon added, “FreedomWorks and our community of 5.7 million freedom-loving activists thank Rep. Black for her commitment to constitutionally limited government and pro-growth economic policies. There is a lot of work ahead to reduce regulatory burdens, enact fundamental tax reform, and cut spending, but we know that Rep. Black will be there fighting in the trenches for freedom with us.” To learn more about FreedomWorks, click HERE.

SCOTUS 4-4 VOTE DEFEATS OBAMA’S AMNESTY FOR ILLEGAL ALIENS
With the Supreme Court’s 4-4 tie vote yesterday President Obama’s unconstitutional immigration plan was defeated. The justice’s deadlock vote means the lower court’s decision is upheld ending the administration’s attempt to provide amnesty by executive order to millions of illegal aliens. President Obama acknowledged the court’s decision, but was visibly displeased. Yesterday’s decision was seen as a win for the states and their sovereignty, the rule of law and the Constitution.
“While yesterday’s decision by the Supreme Court can be seen as a win for the 10th Amendment and the “rule of law” it illustrates how crucial the upcoming presidential election is for our nation. When 4 out of 8 justices vote that the President has the ability to create law through executive order it becomes clear how close we are to losing our republic” said Joe Carr.
The 4-4 tie vote sets no national precedent but leaves in place the ruling by the lower court. In this case, the federal appeals court in New Orleans that said the Obama administration lacked the authority to shield up to 4 million immigrants from deportation and make them eligible for work permits without approval from Congress.
Carr went on to say, “This is the one issue more than any other where I have fought and won. Unlike my opponent, Congressman Black, who voted to give drivers licenses to illegal immigrants. I have written and passed some of the toughest illegal immigration laws in the country. Including but not limited to; E-Verify, SAVE, No Sanctuary Cities, Identity Theft and a resolution honoring Arizona Governor Jan Brewer to name just a few”.

ICYMI: ACU’s Conservative in the Spotlight: Lt. Gov. Ron Ramsey
The American Conservative Union (ACU) has named the next “Conservative in the Spotlight,” a distinction awarded to an elected official who acts boldly to defend conservative principles. This month’s award is proudly presented to Tennessee’s Lt. Governor Ron Ramsey.
“Lt. Governor Ramsey has played an instrumental role in not only enacting conservative legislation, but also ensuring that conservatives are elected into office,” said ACU Chairman Matt Schlapp. “More than any other elected official in the country, Lt. Governor Ramsey is responsible for creating a conservative supermajority in a legislative body. He is an example to his fellow legislators and for all citizens on how to defend conservative principles.”
Lt. Governor Ron Ramsey’s career is marked by a devotion to limited government, government transparency, and traditional values. Ramsey made history in 2007 when he became the first Republican Senator appointed as the Speaker of the State Senate in 140 years and, in Tennessee, the Senate Speaker is first in line to succeed the Governor and is given the title of Lt. Governor. Ramsey’s 2015 ACU rating of 92% for his votes in the Senate reflect his consistent devotion to conservative principles. Once in office, Ramsey worked hard to pass legislation that embodies conservative values including unemployment reform, the elimination of Tennessee’s Hall income tax and the replacement of Common Core. Tennessee is now the least indebted state in the nation and boasts AAA ratings from all three credit ratings agencies. These tremendous fiscal accomplishments are a direct result of Ramsey’s leadership.
Dedicated to educating and electing the next generation of leaders, Ramsey led his party in 2014 to an extraordinary 28 to 5 supermajority in the Senate. Ramsey’s efforts were also critical to achieving Tennessee’s state house supermajority as well as the first Republican majority on the state’s Supreme Court.
Ron Ramsey understands that government doesn’t create jobs and that economic growth can only come from the private sector. He has won awards in the private sector for his career as an auctioneer, and has been recognized as a real estate broker from the Bristol Chamber of Commerce and the Tri Cities Business Journal. His decision to step down as Lt. Governor and not run for re-election to the Senate in 2016 reflects conservative values, and a personal belief in self-imposed term limits. Lt. Governor Ron Ramsey will leave a record that he can be proud of and ACU is proud to name him our next “Conservative in the Spotlight.”
ORLANDO ISIS TERRORIST ATTACK ANOTHER EXAMPLE OF FAILED LEADERSHIP
SIXTH DISTRICT, TENNESSEE. – A few days ago the Muslim terrorist group ISIS released a statement on a plan to attack Florida. According to another report, ISIS released a kill list of individuals and target locations for “lone wolf” attacks. Early Sunday morning Muslim terrorist, Omar Mateen, committed the largest mass shooting in United States history at a gay nightclub in Orlando, Florida. Omar Mateen made a pledge to ISIS prior to his attack which resulted in the murdering of 50 people and leaving another 53 people hospitalized from their injuries. The death toll is expected to rise.
“First and foremost our prayers go out to the victims and their families who have suffered the senseless loss of loved ones and family members. This Muslim terrorist attack is but another example of why we must destroy ISIS. Over the last seven and half years we have seen various Islamic terrorist groups commit horrific acts of terror, not only overseas, but here in the United States. I demand that the Obama administration and all those serving in elected office stop catering to political correctness and call these attacks what they are, Islamic terrorism. The era of political correctness has put our nation and its citizens at risk and should be condemned.” Joe Carr
Carr Later went on to say, “When elected to congress I will do everything possible to not only humiliate and destroy ISIS but put an end to the dangerous game of political correctness that puts at risk the security of our nation and the safety of its citizens.”
Former State Representative Joe Carr is a lifelong resident of Tennessee serving 3 terms in the Tennessee General Assembly (2008-2014). Joe Carr is a congressional candidate in Tennessee’s Sixth District.

Rep. Black Greets Middle Tennessee Veterans on “Honor Flight” Visit to D.C.
Washington, D.C. – Congressman Diane Black (R-TN-06) welcomed middle Tennessee World War II and Korean War veterans to Washington D.C. this week as part of a visit with Honor Flight of Middle Tennessee. The 25 veterans hailed from across middle Tennessee and included a survivor of the Pearl Harbor attack, a soldier who served in Normandy on D-Day, and multiple veterans of two wars. Congressman Black released the following statement:
“Coming from a family of veterans, it is a special privilege for me to welcome these Volunteer State heroes to our nation’s capital and to the memorials built in their honor. As I shook the hands of these brave patriots, I was reminded of why we call theirs the ‘greatest generation,’” said Congressman Diane Black. “The Honor Flight program is a truly worthwhile cause. By providing veterans with this all-expenses-paid trip to Washington D.C., it gives them the tribute they never asked for, but that they are certainly due. I am grateful to Board Chairman Claude Morse, Sgt. Maj. Larry Williams (Ret.), Lana Bradford, and everyone at Middle Tennessee Honor Flight who work to make these meaningful events possible.”
Rep. Black Takes Top Honors from the American Conservative Union
Washington, D.C. – Congressman Diane Black (R-TN-06) has been honored with the “Award for Conservative Excellence” from the American Conservative Union (ACU), the nation’s oldest and largest grassroots conservative organization. The award is the ACU’s highest honor and reflects Congressman Black’s 96% conservative rating for 2015. Upon bestowing Congressman Black with the award, the ACU specifically noted her work to defund Planned Parenthood. Congressman Black released the following statement:
“The award ceremonies and scorecards in Washington D.C. are many, but this honor from the American Conservative Union is deeply meaningful to me because it confirms that I have done exactly what I said I would,” said Congressman Diane Black. “Whether it has been my votes to defund Planned Parenthood, halt our refugee resettlement program, or oppose last year’s bloated omnibus bill, Tennesseans know that I match my conservative rhetoric with a conservative record, and I’m grateful to have that recognized by such a respected organization as the ACU.”

TDOE Terminates Statewide “TN Ready” Assessment Contract
Suspends Grade 3-8 Testing Due to Vendor’s Inability to Deliver Materials
NASHVILLE— Education Commissioner Candice McQueen announced today the department will terminate its statewide testing contract with Measurement Inc., effective immediately. While high school testing will continue as planned, the state will suspend grade 3-8 testing during the 2015-16 school year due to Measurement Inc.’s inability to deliver all testing materials.
After revising their shipping schedule for a third time this month, the state’s testing vendor, Measurement Inc., failed to meet its most recent deadline. As of this morning, all districts were still waiting on some grade 3-8 materials to arrive with a total of two million documents yet to be shipped. In February, the department was forced to move from the originally planned online assessment delivery to a paper-based format due to the failure of the vendor’s online platform.
“Measurement Inc.’s performance is deeply disappointing. We’ve exhausted every option in problem solving with this vendor to assist them in getting these tests delivered,” Commissioner Candice McQueen said. “Districts have exceeded their responsibility and obligation to wait for grade 3-8 materials, and we will not ask districts to continue waiting on a vendor that has repeatedly failed us.”
If districts have received materials for a complete grade or subject in grades 3-8 (i.e. fifth-grade math), they will have the option to administer that specific grade or subject level; however, the department will only be able to deliver limited student performance information for these particular grades and subjects. High school tests will be fully scored, and these results will be delivered later this fall.
“Challenges with this test vendor have not diverted us from our goals as a state. Tennessee has made historic and tremendous growth over the past several years. Higher standards and increased accountability have been a key part of this progress,” Commissioner McQueen said. “Our work toward an aligned assessment plays a critical role in ensuring that all students are continuing to meet our high expectations and are making progress on their path to postsecondary and the workforce.”
Flexibility that has already been provided for teacher evaluation through recent legislation will remain. If a teacher has TNReady data, in this case high school teachers, TNReady data will only be used if it helps the teacher. If a teacher does not have TNReady data, their evaluation will rely on data from prior years.
The department is currently working with the state’s Central Procurement Office to expedite the selection of a vendor for both the scoring of this year’s high school assessment and the development of next year’s test. The department has also been in close contact with the United States Department of Education to ensure that Tennessee is in compliance with federal requirements and will continue to work with them on this issue.
TNReady, the state’s new assessment in math and English language arts in grades 3-11, was designed to be administered in two parts. Part I was given in late February and early March, and Part II was scheduled to begin on April 25.

Puerto Rico $33B Debt Forgiveness
SIXTH DISTRICT, TENN. (APRIL 2016)- With Americans struggling economically, we once again see Congress working to place more debt on the backs of hard working Americans. House Speaker, Paul Ryan says Congress needs to “bring order to the chaos” in Puerto Rico and prevent U.S. taxpayers from having to eventually bail out the territory, which is facing a $70 billion debt.
“Washington has lost touch with reality. Thanks to their inability to live the virtue of spending less than you make we are nearly twenty trillion dollars in debt. While career and establishment politicians, like Diane Black, talk a good game the only thing we need to look at is how they cast their votes to see where they truly stand. Year after year she has continued to either vote for Obama’s budget or raise the debt celling, and I am tired of people going to Washington with a focus on growing their own checking accounts while punishing the American voter.” –Rep. Joe Carr, 6th District Congressional Candidate
“I call on Diane Black to stand with me and fight against placing more hardships on Americans and demand that Puerto Rico honors the debts it has incurred. I refuse to allow Americans to suffer any longer at the hands of career and establishment politicians, and that is why I am running for the 6th District Congressional seat.” -Rep. Joe Carr, 6th District Congressional Candidate.
Time for Liberals to Stop Placing Political Correctness Before National Security
By Rep. Diane Black
President Obama has made it clear that, as he runs out the clock on his lame-duck Presidency, he is not slowing down. From his dangerously flawed Iran nuclear deal, to his efforts to “normalize” relations with the hostile Cuban regime, to his attempts to unilaterally disarm Americans of their 2nd Amendment rights – this is a President who intends on making the most of his final months to advance his liberal priorities.
Missing from the President’s to-do list, however, is any substantive action to keep Americans safe in the age of ISIS and homegrown terrorism. Instead, this Administration has sacrificed national security on the altar of hyper-political correctness. From Paris, to Brussels, to San Bernardino, the world is seeing the consequences of what happens when America leaves a gaping leadership vacuum in the global war on terror.
The first Constitutional role of government is to “provide for the common defense.” So maybe it’s time our government actually started doing it. After all, if Tennesseans don’t feel safe going about their day-to-day lives, not much else matters. I believe safeguarding our homeland security and keeping Americans from harm requires three key steps.
First, we have to keep terrorists off U.S. soil in the first place. That means halting our refugee resettlement program. We all have compassion for our neighbors overseas who are oppressed by radical, Islamic regimes but our compassion must be matched with wisdom. There is nothing compassionate about endangering American lives by allowing an influx of refugees across our borders without sufficient screening processes in place.
With my support, the House passed the SAFE Act of 2015; legislation requiring our nation’s top intelligence officials—including the FBI Director, the Secretary of Homeland Security, and the National Intelligence Director—to unanimously certify each refugee from Iraq and Syria before they are able to enter the United States. This is an important first step, but we can’t end our efforts there.
That is why I joined more than 40 of my colleagues on a letter to the House Appropriations Committee asking them to temporarily suspend funding for the refugee resettlement program in this year’s government funding bills. It is also why I voted against last December’s omnibus bill that continued to throw taxpayer money at the refugee resettlement program without making needed reforms.
Second, the United States must revise its visa waiver system. Created under the Reagan Administration as a way to promote tourism, this program allows citizens of 38 allied countries to visit our country for up to 90 days without going through the sometimes arduous process of obtaining a visa.
Last December, I joined with a majority of my colleagues in the House to pass the Visa Waiver Program Improvement and Terrorist Travel Prevention Act – legislation requiring that, no matter where a person lives, if they have traveled to terrorist hotspots like Iran, Iraq, or Syria in the last five years, they are ineligible for a waiver. The bill also lets the Department of Homeland Security act quickly and unilaterally to suspend another country’s participation in this program if we determine that they have become a safe-haven for terrorists.
Finally, something the President and I agree on: the need for Congress to authorize increased attacks against ISIS by passing an authorization for use of military force, also called an “AUMF.” But the details of what this measure should look like are where the President and I diverge.
In February of last year, the President submitted an unacceptably weak proposed AUMF to Congress. His plan would tie the hands of military commanders and, by banning the use of ground troops, it would signal to our enemies exactly what the United States won’t do to ensure their defeat. Ask any veteran and they’ll tell you – that’s not how you win a war.
That is why I am cosponsoring H.J. Res. 33, a resolution offered by Congressman Adam Kinzinger, an Air Force veteran, which offers a new, strengthened AUMF that would eliminate any and all restrictions on the actions our government can take to degrade and destroy ISIS.
In the time that remains, President Obama would be wise to remember that his responsibility as Commander-in-Chief is to “we the people” – not the Ayatollah in Iran, the Castros in Cuba, or the Democratic National Committee in Washington D.C. If the President wants to seal a political legacy to be remembered by, let me suggest he try this one: protecting the country he was sworn to serve.
Joe Carr For Congress Sixth District
SIXTH DISTRICT, TENN. (14, APRIL 2016) – “After much prayer and consideration, I am honored to announce my candidacy for the sixth district congressional race. This decision did not come lightly, but after speaking to people of the district (who are suffering like no other time in recent history, at the hands of the establishment and Diane Black), I knew it was time to stand up and defend those who continue to be attacked by the Washington elites. People are tired of seeing Congress pass laws they themselves do not live under (i.e. Obamacare).
On a daily basis the establishment chips away at the Constitution and Bill of Rights expecting us to remain silent. That time is over. This is our time to vote the establishment out of office and give power back to the people, just as our Founding Fathers envisioned.
We are now twenty trillion dollars in debt (and climbing), as the establishment continues to vote for Obama’s budget (time after time), funding such things as: illegal immigration, the Syrian refugee program, Obamacare, and planned parenthood. In addition, the establishment and Diane Black have come out in support of the Trans-Pacific Partnership (TPP) which will leave more hard working Americans without jobs as companies move to other nations. America was once the greatest manufacturing nation in the world and now, thanks to the bureaucrats in Washington, we are the greatest outsourcing nation in the world.
If given the opportunity to serve the Sixth District, I will protect our veterans, defend our police officers, and serve you and your family, as I fight to bring jobs back to Tennessee! You, the voters are my boss, and not the lobbyist and special interest groups controlling many of those who are elected to Congress.” – Representative Joe Carr
Joe Carr served in the House of Representatives from 2009 to 2015 before announcing his campaign against Lamar Alexander. Despite Carr being outspent by nearly over six million dollars, the race was decided by a mere nine points. During the campaign, Joe Carr became a household name to conservatives all over the state of Tennessee; winning over those who have grown tired of the federal government overstepping constitutional boundaries. During the 2014 campaign, Joe Carr performed well in middle Tennessee…winning almost all of the nineteen counties in the Sixth District.
“Today we come together to take the first step in winning back our nation; today we have a true Representative who will fight for every one of us, and that man is Joe Carr. Joe will represent our values in the Sixth District when elected and defend our constitutional freedoms.” –said a constituent of the Sixth District.
American Conservative Union Foundation Awards Rep. Terri Lynn Weaver with “Award for Conservative Excellence” for Standing for Conservative Principles
Award based on 2015 Voting Record that reflects full-spectrum support of issues important to conservatives
(WASHINGTON DC) — The American Conservative Union Foundation (ACU) Awarded Tennessee State Rep. Terri Lynn Weaver earlier this week with the “Award for Conservative Excellence” for her commitment to upholding conservative principles during the 2015 General Assembly. Rep. Terri Lynn Weaver achieved a 100% rating on the 2015 ACU scorecard. The ceremony was held at the Tennessee State Capitol’s Legislative Library and featured remarks from Speaker Beth Harwell (100% ACU Rating), Majority Whip Timothy Hill (92% ACU Rating), ACU Executive Director Dan Schneider, and ACU Vice Chairman Carolyn Meadows.
“It was an honor to recognize Rep. Terri Lynn Weaver with an ACU Award for Conservative Excellence,” said Schneider. “Other groups that rate legislators focus on a single issue, like guns or tax policy. ACU’s ratings are unique in the sense that they are the only means of determining if a legislator is a full-spectrum conservative who has stood up for Ronald Reagan’s vision for economic opportunity, transparency in government, and a strong culture based on traditional values. Earning our award means that Rep. Terri Lynn Weaver stood for the principles that make America the world’s best hope for freedom for all,” added Schneider.
ACU aims to educate voters about how closely their elected officials adhere to the ideas of America’s founding, and how their elected officials compare to other across the country by rating all 50 state legislatures. ACU researches and selects a wide range of bills that reflect a member’s adherence to conservative principles. We select bills that focus on former President Ronald Reagan’s philosophy of the “three-legged stool”: 1) economic: taxes, budgets, regulation, spending, healthcare, and property; 2) social and cultural: 2nd Amendment, religious freedom, life, welfare, and education; and 3) government integrity: voting, individual liberty, privacy, and transparency.
During this year’s Conservative Political Action Conference (CPAC), Tennessee was recognized for having the most conservative legislature in the country. This is the first year that the ACU presented the “We the People” award for the most conservative state legislature. Tennessee had an overall average of 80.5% with the second most conservative state, Idaho, averaging 73%. Remarkably, every Republican leader in the Tennessee legislature earned the Award for Conservative Excellence, the only legislature in the country whose leadership achieved such high marks. Carr: Black Silence on A.G. Opinion Reveals Weakness of Leadership
SIXTH DISTRICT, TENN. (APRIL 12, 2016) – 6th District conservative Republican candidate Joe Carr claimed today that the silence of Representative Diane Black in the face of an opinion issued by the Tennessee Attorney General that embraces allowing men into the locker rooms and bathrooms of little girls reveals a serious failure of leadership. A legal opinion on the “transgender bathroom legislation” (HB2414) by Herbert H. Slatery III (Tennessee attorney general appointed by Governor Haslam) says that requiring students to use bathrooms based on their gender at birth may be a violation of the federal Education Amendments of 1972 of Title IX. Slatery asserted that Tennessee could lose over a billion dollars if the bill is passed.
Former State Representative Carr pointed out that the Haslam Administration’s opposition to the legislation is wrong and that the silence of Diane Black shows she is more interested in “going along to get along with the Establishment insiders rather than standing up for what is right.”
Appearing this morning on the Frankie Lax radio show on WTJS in Jackson, Tennessee Carr said: “We have men potentially dressing up as women running into little girls’ bathrooms.” Carr strongly denounced Slatery’s opinion “because the courts have already ruled on the issue.” “His opinion (Slatery) does not even cite court decisions in this regard; it cites the Obama administration policy. There have already been a couple of courts decisions that have said transgender is not a sex and therefore is not subject to Title IX Funding.” Slatery’s opinion is not based on law, Carr noted, it is based on promoting a liberal social agenda at the expense of the safety of our children.
“Time after time we in Tennessee have to battle against Obama’s liberal progressive agenda while the Republican establishment in Washington sits quietly and refuses to fight back. The result is the principles and values that founded this great Republic are under constant assault. I am very disappointed that Diane Black is failing to speak out on this issue and I call on her today to join me in not only condemning this fatally flawed opinion but to call on Governor Haslam to support and sign HB2414 so we can protect our children.” says Carr. “This is another example of why I am running for office and why this election is so important. We cannot expect any changes in Washington until we change the people we SEND to Washington to represent us.”
