Town of Carthage now hiring for two positions

On Monday morning, the Town of Carthage posted job descriptions for two open positions: City Recorder and Chief Municipal Finance Officer (CMFO).

The Town of Carthage, TN is hiring for the position of CITY RECORDER. The employee must have excellent writing and organizational skills and have the ability to be bonded. Must possess, or have the ability to possess within one (1) year of employment, State Certification for Municipal Clerks and Recorders.

The work requires frequent contact with the Mayor and Aldermen, standing and special committees, all department heads and employees as well as the general public. The employee be able to coordinate these tasks to assure the effective and efficient operation of the city government.

Serves as secretary to the Board of Mayor and Aldermen; records minutes and receipts and maintains permanent records; attends all council and committee meetings; prepares draft resolutions and ordinances; serves as grant administrator; repository of human resource files and policies for all employees; supervises performance reviews with all direct subordinates.

Completes applications for building permits; oversees notices in compliance with the sunshine law; issues cemetery deeds; attends continuing education classes; serves as town’s administrator for risk management, worker’s compensation claims, and CRS/floodplain manager; provides Municipal Technical Advisory Service (MTAS) with timely updates as provided by City Code.

Knowledge of: modern office procedures and equipment; city ordinances and State laws as well as the laws, rules and regulations pertaining to the office of city recorder and the city governing body. Ability to establish and maintain effective working relationships with the public, subordinates, and other employees.

Minimal: Graduation from an accredited high school and at least 6 months experience in a modern office environment with emphasis in public or business administration. Desired: Graduation from a college or university with a Bachelors degree.

The Town of Carthage, TN is seeking a Certified Public Accountant (CPA) to fill the position of Chief Municipal Finance Officer (CMFO). This person must have the ability to be bonded and must possess, or have the ability to possess within one (1) year of employment, the Certified Municipal Finance Officer certification.

The CMFO prepares the budget and serves as financial administrator with duties including, but not limited to, preparing cash deposits, coordinating certificates of deposit, overseeing the payment of all invoices and receipts of all monies, balancing all check books, cosigning all checks, preparing monthly financial reports for Board of Alderman and city Supervisors; and monthly reconciling of accounts receivable for utility billing.

The CMFO makes all necessary entries to the general ledger; prepares quarterly state and federal reports as well as coordination of all audits; and attends continuing education classes to keep abreast of changing rules and regulations. This person must be able to apply accounting principles to municipal finance and have the ability to establish and maintain effective working relationships with the public, subordinates, and other employees.
