(Smith County Insider Press) Brush Creek, Tenn. – On Sunday Night, November 13, Smith County 911 received a call reporting a rollover MVA (Motor Vehicle Accident) with possible injuries. Smith County EMS, Smith County Rescue Squad, Tennessee Highway Patrol, and Smith County Sheriff’s Department was dispatched to the scene.
Upon arrival on scene, first responders found a Chrysler Sebring upside down in the ditch on the side of Alexandria Highway across from Old Highway 53. There was one passenger in the vehicle identified as Gary Lynn Cowan of Dowelltown, TN. Cowan had already exited the vehicle before authorities arrived and he was not injured.
According to Trooper Brandon Jackson of the Tennessee Highway Patrol’s report, Cowan was unsteady on his feet and had slurred speech. Cowan failed field sobriety tests and submitted to a blood test. Suboxone sublingual films were found in Cowan’s pocket. 9 of 14 of the films were missing from its package. He had a prescription for the films that had been prescribed the day before on November 12.
Cowan was transported to Smith County Jail Facility for booking. During a strip search at the jail facility, a used needle was found on his person containing a brown liquid substance.
Gary Lynn Cowan was charged with DUI (2nd Offense) and Possession of Drug Paraphernalia.
