In a special-called meeting of the Carthage City Council on Tuesday, January 22, 2019, discussions continued about the agreement between the City of Carthage and Smith County concerning the county landfill’s leachate disposal into the city’s sewer system.
Several experts, including Mr. Brett Ward, MTAS specialist for wastewater; Mr. Barry Sulkin, a TDEC Compliance consultant and wastewater specialist; and Mr. Steve Key, superintendent of the Carthage Wastewater Treatment Plant, addressed the council.
It was discussed that the City of Carthage could treat the landfill as a Significant Industrial User, which would require a new permit and more extensive testing of the leachate before it enters the city’s sewer system and is treated by the city’s wastewater treatment plant. Many cities and counties in Tennessee have similar agreements.
Ultimately, the council decided to continue the existing agreement between the city and the county until the meeting of the Carthage City Council on Thursday, March 7, 2019. The council is expected to vote on how to proceed at that meeting.
