Publicly intoxicated man arrested on multiple drug charges

(Smith County Insider Press)—On January 16, 2019, Carthage Police Chief Brit Davis responded to a report of a suspicious man in the area of Second Avenue and Futrell Alley in Carthage. Michael Paul Hickey (35, Crossville) was arrested on multiple drug charges as a result.

According to the police report, Chief Davis observed Hickey behaving strangely when he arrived in the area.

Chief Davis noted that Hickey was flailing his arms in the air, talking to himself, and fidgeting repeatedly, as if under the influence of drugs.

According to the police report, Davis also observed track marks on Hickey’s arm. Hickey admitted to prior drug use.

Hickey consented to a search of his person. According to the police report, Hickey was found to be in possession of a metal pill container, which held Alprazolam and Oxycodone pills. Five Buprenorphine sublingual films were also found in Hickey’s wallet.

Hickey was deemed a danger to himself and to others and was arrested and transported to the Smith County Jail for booking.

Hickey is charged with public intoxication, possession of a Schedule II drug, possession of a Schedule III drug, and possession of a Schedule IV drug.
