On August 12, 2024, the County Commission approved an appropriation of $38.1M for the Board of Education. An appropriation refers to the specific allocation of funds designated for a particular purpose, as opposed to a budget, which is a broader financial plan detailing expected revenues and expenditures. The appropriation is a direct grant of funds to the Board of Education.
We understand this action by the County Commission might be confusing to our staff and the community, as the distinction between an appropriation and a budget can be complex. Nevertheless, the Board of Education is pleased with this outcome and optimistic the appropriation will address the critical needs of our school system effectively. Next, the Board of Education will need to integrate these funds into its budgetary framework.
This step involves the Director of Schools, our Chief Financial Officer, and Department Heads reviewing and revising the Board of Education’s budget to allocate the $38.1M. They will work to ensure this appropriation supports essential operational needs and the planned employee raises and benefits for full-time, non-certified employees. The new budget will then be presented to the Board of Education at its regularly scheduled meeting on Tuesday, August 20, 2024, for approval. If the budget is approved by the Board of Education, the approved budget will then be sent back to the County Commission for final approval at their special called meeting on Thursday, August 22, 2024.
The appropriation enables the Board of Education to continue its financial autonomy and excellent stewardship of funds. We are deeply thankful to every County Commissioner who advocated for this appropriation, voted to approve the appropriation, and those who have supported the Board of Education in this process. We also want to recognize and thank all of our employees who devote their lives to our students, and we are especially grateful to those employees who were able to attend the County Commission meeting. There is power in numbers, and everyone benefits when our community comes together to support our children’s education.
Sincerely,
Members of the Smith County Board of Education
Barry H. Smith, Director of Schools
