Overdose Leads to Drug Investigation and Arrest

On April 19th, 2021, Sgt. Junior Fields conducted a drug investigation into Mr. Richard J. Kowalski Jr. after receiving information about selling fake oxycodone ( Fentanyl) pills. The result of that sell led an individual overdosing and having to be resuscitated by use of narcan.

During the investigation, Sgt. Fields and Deputy Ray Biggs spoke to Mr. Kowalski. Upon speaking with him, he admitted to the sell and gave consent for a search which revealed a half-ounce of marijuana and set of digital scales in his vehicle. He was also found to be in possession of 20.5 xanax pills, four fake oxycodone pills, and two additional sets of digital scales, and a bong. During a search of his cell phone, it was revealed that he was selling drugs while operating a cab in Lebanon.

He was found to be in possession of three handguns, which he admitted to carrying while selling the drugs. He was placed under arrest and taken to the Smith County Sheriff’s office for processing.

Mr. Kowalski is being charged with MFG/ DEL/ SELL of Controlled substance, Possession of a firearm, and Felony possession of drug paraphernalia.

He is considered innocent until proven guilty in a court of law.
